Constructed as part of the First Phase of the Armaments Expansion Plan in 1896, construction began at the Yokosuka Arsenal in May 1898. It is said to be a modified version of the British-built Tatsuta, and was built as a nearly 400-ton enlarged ship. During the Battle of Tsushima, it launched a torpedo attack on the enemy flagship Suwarov, scoring two torpedo hits.
